President & Co-Founder
Daniel Livelli is a results-driven leader with over 20 years of experience in Wireless, Telecommunications, and Engineering, and is the co-founder of VOLKS. With over a decade of leadership at VOLKS, he focuses on the company’s sales and revenue growth. As a proactive planner, Daniel excels in developing key accounts, penetrating new market segments, and enhancing company growth through strategic partnerships and ethical practices in the Telecom and Engineering sectors.

Matt Morris leads the outside-plant and fiber engineering teams at VOLKS, leveraging his extensive telecom engineering expertise to deliver high-quality solutions. He excels in managing multimillion-dollar projects, driving delivery, and communicating with stakeholders to ensure alignment — from design through permitting and as-builts.
Vice President, Infrastructure Partnerships
Jess Brant is Vice President, Infrastructure Partnerships at Volks Resources, where he leads business development, strategic account growth, and client engagement for the firm's telecom engineering, staffing, and permitting services. A U.S. Marine Corps veteran, Jess brings more than 20 years of telecom project management and 15 years of estimating experience to every client relationship with deep expertise in OSP fiber engineering economics, FTTH program delivery, and the subcontracting dynamics that define how large infrastructure programs actually get built. Before joining Volks, he held roles at SiFi Networks and other fiber-forward organizations, building a track record that spans municipal permitting strategy, hybrid onshore/offshore delivery models, and prime contractor partnerships across the country. Jess is known in the industry for his ground-level market knowledge and his ability to translate complex scope into actionable, margin-conscious solutions for clients ranging from regional ISPs to national primes.
Manager, AT&T Programs
Jimmy Gantt manages VOLKS’ AT&T program delivery — coordinating engineering, fielding, and close-out across the account — and lends support across other engineering efforts. He focuses on process improvement, permitting, and keeping work moving to completion.
Director of Engineering - Infrastructure Engineering Services
Josh Burton brings more than 25 years of experience in telecommunications engineering and leadership, with deep expertise in both inside plant (ISP) and outside plant (OSP) network design and infrastructure delivery. He has held progressive engineering and management roles at industry leaders including Ericsson and CommScope, leading onshore and offshore teams to deliver large-scale FTTx fiber projects on time and within budget. Known for bridging technical depth with strategic thinking, Josh excels at mentoring high-performance teams, streamlining design processes, and driving collaboration across clients, contractors, and stakeholders.
